Jan was born in Saint Louis, MO, and grew up in Wilmette, Illinois, and attended Iowa State University where so earned an undergraduate degree in Political Science and a master's degree in Political Science. Jan then put her college degrees to great use working for the Illinois legislature and then the National Conference for State Legislatures where she co-authored Robert's Rules of Order, which is still in use for determining parliamentary procedures across the US. 

 

Jan met her husband, Bill Carpenter, while still in high school at a gymnastics meet where Bill was competing and Jan was flashing scores for one of the judges. Bill and Jan were married in Wilmette and then were longtime residents of Boulder, Colorado. In Boulder, they raised two sons, Chris and Cliff. Chris and Cliff each have a daughter, Olivia and Hadley. 

 

While in Boulder, Jan dedicated her time to her sons and her community. Jan spent numerous years supporting education through being a secretary at the boy's elementary school, working for Head Start, and donating her time to adults with special needs through education at her local church, St. Martin's.

 

Jan passed away on October 10th at home, surrounded by her devoted and loving family.
